My Professional Journey

18 years of innovation across continents and industries

Amazon Rainforest Protection (April 2007 - December 2013)

Pioneered RFID/IoT/Drone system for Amazon rainforest monitoring at Action Green. Developed timber traceability preventing illegal logging—featured in Reuters. One of my proudest contributions to environmental conservation.

Anti-Corruption Systems (September 2008 - June 2012)

Engineered Geo-Obras at TCE-MT Audit Court, a GIS-based platform monitoring public infrastructure that became a national model for anti-corruption across Brazil. Technology serving transparency and accountability.

Facial Recognition R&D (January 2014 - October 2019)

Co-founded MetaTi, deploying biometric time clock systems for government agencies. Early R&D in facial recognition (2018-2019) shaped my understanding of responsible AI implementation with human oversight.

Lumber Industry ERP (June 2015 - January 2019)

Led Eco2Sistemas development team creating international compliance system for lumber industry. Presented at CIPEM Summit, achieved 25% performance improvement, managed cross-platform mobile deployment.

Political Campaign ERP (February 2016 - October 2019)

Enhanced e-Lege at Atea Sistemas, Brazil's leading political campaign platform (60% market share). Built analytics infrastructure, predictive models, and social media integrations for nationwide elections.

Legislative Big Data Analysis (June 2016 - February 2017)

Led technical investigation at State Congress using Apache Spark and NumPy to analyze meatpacking industry monopolization, delivering actionable insights to legislative committees through interactive dashboards.

Healthcare AI Ventures (February 2021-Present)

Leading PreventX AI (corporate wellness) and Bliik (autism telehealth) as CTO. Published 2 research papers. HIPAA-compliant multi-tenant architecture serving enterprise and underserved communities across Americas.

Federal Government Systems (February 2023-Present)

Software Engineer (Federal Contractor) at Department of Interior via NuAxis. 10+ years public sector experience delivering secure solutions with FedRAMP/FISMA compliance, USWDS standards, Azure DevOps CI/CD.

My Development Philosophy

What I've learned building production systems

  • Understand the Real Problem

Before writing code, I dig deep to understand the actual business challenge. Requirements often describe symptoms, not root causes.

  • Design for Production

Every architectural decision considers monitoring, observability, error handling, and operational requirements from day one.

  • Test Comprehensively

Unit tests, integration tests, and end-to-end scenarios. Automated testing enables confident refactoring and rapid iteration.

  • Document Decisions

Architecture Decision Records (ADRs) capture the why behind technical choices. Future teams need context, not just code.

  • Iterate Based on Feedback

Production metrics and user feedback drive continuous improvement. Real-world usage reveals insights that design sessions cannot.

  • Share Knowledge

Document learnings, mentor team members, and contribute to the developer community. Knowledge compounds when shared.

About Me

Lincoln J Bicalho

Software Engineer & AI Integration Specialist

Current Role

I'm a Software Engineer (Federal Contractor) in Germantown, Maryland, working on federal government applications. With 10+ years of public sector development experience, my focus is on enterprise .NET applications, AI/ML integration, and modernizing legacy systems while maintaining strict government compliance (FedRAMP, FISMA).

I'm currently pursuing a Master's degree in Software Engineering at the University of Maryland, deepening my expertise in advanced software architecture and AI systems.

Concurrent Ventures

Beyond my federal work, I'm building PreventX AI, an AI-powered safety platform using multi-agent orchestration. I'm implementing Text-to-SQL capabilities with Vanna AI, allowing non-technical users to query databases using natural language. I'm also working on the Bliik Platform, a multi-tenant enterprise SaaS solution built with Blazor Server and .NET Core 8.

What Drives Me

I'm passionate about making AI accessible and practical for enterprise use. I believe AI should assist experts, not replace them. My experience with facial recognition systems (2018-2019 R&D) taught me that successful AI implementation requires careful training, validation, and ongoing human oversight. I focus on building systems that provide value while maintaining transparency about their limitations.

Published Research

I'm co-author of groundbreaking research on PreventX AI, published in MOJ Ecology & Environmental Sciences. Our work explores the intersection of artificial intelligence, culture, and public health in chronic disease prevention.

  • 📄 Culture Score (0-850): Measuring effectiveness to fight chronic diseases (Sept 2025)
  • 📄 Prescribed Arts & Environment Ticketing: Kennedy Center case study for chronic disease prevention (2025)

Production Experience

I've architected systems that handle high-volume traffic, passed federal security audits, and maintained production systems with strict uptime requirements. I've debugged 3 AM production issues, optimized database queries that were timing out, and migrated legacy applications to modern architectures. This hands-on experience shapes how I approach every new project—with production realities in mind from day one.

"I build systems that solve real problems. My focus is on production-ready solutions that scale, maintain, and deliver measurable value. Every architectural decision considers the team that will support it and the users who depend on it."
